Christopher Reeves said, “A Hero is an ordinary individual who finds the strength to persevere and endure in spite of overwhelming obstacles.”  Baxter always found the strength to do what was put in front of him and then he excelled at it.

His greatest memorial contribution was serving our great Nation.  He achieved the ability to put on a uniform, fight for others freedom and do things for others what they couldn’t at times, do themselves.  Baxter was honored to be an officer of law enforcement for the United States Air Force, was willing to fight for our country, and being recognized by the Air Force to do so was a great honor for him.
