Garland was born March 5, 1933 in Clifton Forge, VA to William Owen Wilson and Ocea Mae Ford Wilson. He was a high school graduate and worked at various jobs. He's worked in construction building Singing River Mall and Jackson Square in Gautier, etc. His last place of employment was Holiday Inn in Biloxi where he worked several years in Grounds Maintenance until an injury caused him to retire on disability.
